Razing also is only infertile land until a few turns after (thats what the fertility penalty is on your victory menu for cities after you've conquered) I have started taking the first five years to just build up my region, migrate and settle an entire region, or just sack and build up my military to be the strongest in the province. Until you have your entire region secured, i would just loot and raze. Taking lone provinces causes a bunch of problems. It takes a little bit to understand that conquering by entire regions is key.
